[lfs-dev] Two minor problems in 8.3

1. In "libelf" package, it's said the tarball name is "libelf-{version}.tar.xz".
But actually it's ".tar.bz2".

2. OpenSSL 40-test_rehash.t no longer fails anymore.

They are not worth an errata but should be fixed in SVN.
